Job Description:

Leidos Biomedical's Ethics and Compliance Office provides centralized leadership and operational capabilities in areas such as ethics, internal and external auditing, corporate and operational compliance as well as business process functions. The Manager of Compliance and Business Process Optimization is responsible for continuous improvement of the enterprise-wide compliance program and business processes ensuring efficient and effective mission execution and compliance with a wide array of contractual and regulatory requirements. The position reports to the Chief Ethics and Compliance Officer and works across the Operations, Scientific, and Clinical Groups in a collaborative, transparent, accountable, and results driven manner. The Manager of Compliance and Business Optimization manages initiatives to build compliance systems and to establish new, and optimize existing, business processes using data and best practices from various sources and industry models to support mission execution here at the National Laboratory. They will develop an integrated quality management approach and ensure that policies and procedures align with contractual compliance and corporate objectives. KEY ROLES/RESPONSIBILITIES Manager of Compliance and Business Process Optimization Cultivate trust based working relationships and buy-in from key internal and external stakeholders to support the department and business objectives Analyze business performance and manage the implementation of continuous improvement and business process improvement initiatives Work with organizational leaders from Human Resources, Environmental, Health & Safety, Finance, Contracts, Project Management, Communications, Facilities Maintenance and Engineering, and Enterprise IT to develop, refine, and monitor performance and service delivery to our customer Ensure continuous improvement projects are designed and successful so that the highest level of operational performance can be met Support the design or optimization of a services delivery quality systems, comprehensive conflict of interest program, export control, company policies and processes, and other programs in the Ethics and Compliance Office. Collaborate with personnel in the Financial Operations Directorate to analyze indirect cost pool performance against planned business performance objectives. Provides recommendations on investments to increase quality, reduce risk, and ensure contractual and legal compliance. Ensures achievement of established targets through oversight and definition of improvement actions as needed Provide key support for the development and integration of an enterprise risk management program focused on identifying and addressing risk across the enterprise Support various reporting requirements to corporate oversight committees and senior leadership on business operations performance and compliance Collaborate with the Scientific and Clinical Group leaders to ensure alignment, increase the value, and understand the impact of operational initiatives on mission support Interact with senior leadership regarding alignment of operational performance and business objectives BASIC QUALIFICATIONS Possession of a BS/BA degree in a related discipline from an accredited college or university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education) Foreign degrees must be evaluated for US equivalency. In addition to the education requirements, a minimum of eight (8) years of industry demonstrated experience in two or more of the following areas - finance/project control, contracts, or project management At least 4+ years of experience supervising or leading teams or projects Experience implementing industry best practices for organization improvement Must be able to obtain and maintain a security clearance PREFERRED QUALIFICATIONS Master's degree in a related field Multidisciplinary experience with demonstrated ability to develop creative solutions across an organization.
