Job Description:

Required Qualifications:

Education, Training, Experience:

  • Bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses.
  • Three (3) years of experience in examining, analyzing and interpreting accounting systems, records, and reports by applying generally accepted accounting principles.
  • Experience using computerized fiscal applications and software.
  • Extensive knowledge of excel including pivot tables and Vlookup.
  • One year of professional auditing experience may be substituted for one year of accounting experience.

Certifications/Licenses:

  • Possession of a Maryland Certificate as a Certified Public Accountant (CPA) or a Master's degree in accounting from an accredited college or university may be substituted for two years of the required experience.

Knowledge/Skills/Abilities:

  • Knowledge and use of culturally responsive practices.
  • Skill in using word processing, spreadsheets, Google forms, and database applications.
  • Working knowledge of processing personnel policies and procedures and related rules and regulations.
  • Demonstrated ability to communicate clearly and concisely in oral and written forms.

Preferred Qualifications:

Education, Training, Experience:

  • Experience with PeopleSoft Human Resource/Financial Application and/or experience in Financial Accounting Systems.
  • Experience in a school or governmental financial system.
  • Experience in payroll accounting.

Certifications/Licenses:

  • Certification as a Certified Public Accountant (CPA).

Knowledge, Skills Abilities:

  • Familiarity with the FCPS policies, goals and programs.

Essential Functions:

The Accountant - Payroll has the primary responsibility for assisting with providing services of a competent accountant in assigned accounting function or fund-related areas, and assists in enabling the Accounting Department to fulfill responsibilities for maintenance and entries into the financial records regarding Payroll transactions and position management tracking.

Reporting directly to the Accounting Manager, the Payroll - Accountant performs, at a minimum, the following duties:

  • Assists in program implementation.
  • Oversees payroll transactions to ensure accuracy and consistency.
  • Controls and reviews records related to payroll accounts, and reconciles said accounts to detailed trial balances.
  • Assists in the payroll interface.
  • Communicates with audits, provides audit support and responds to questions.
  • Responsible for submittal of quarterly and annual payroll taxes and other related payroll/benefit reporting.
  • Responsible for annual U.S. Commerce Department Census.
  • Responsible for posting Payroll journal entries to the financial system.
  • Responsible for annual worker's compensation estimates and audit statements.

  • Assists in performing general administrative functions in the area of finance and accounting such as:
  • Prepares and reviews monthly journal entries, and confers with the Accounting Manager on difficult or controversial entries.
  • Ensures compliance with state, federal and local laws.
  • Ensures compliance with FCPS guidelines, regulations, policies and procedures.
  • Interprets and facilitates general accounting policies and procedures to maintain effective internal controls.
  • Analyzes accounts as required.
  • Analyzes and prepares reconciliation of monthly bank statements.
  • Assists in preparing financial data as it relates to negotiations with employee associations.
  • Develops, monitors, prepares, and audits monthly reports.
  • Assists in analysis of various other accounts as assigned.

Performs other duties as assigned by the Accounting Manager

Salary:

  • Administrative, Management, and Technical Scale, Grade 6, 12-month position (260 days per year / 7 hours per day)
  • Starting Salary $71,379
