Job Description Summary:
The Vice President, Data and Analytics is a critical role leading
the development and execution of a system-wide data and analytics
strategy and roadmap for the Blues System, in close partnership
with Blue Plan leadership, key partners and entities, and BCBSA
teams and leadership. This leader will ensure that data and
analytics capabilities drive affordability, access, outcomes, and
experience while strengthening the success and impact of the Blues
System.
This leader will play a pivotal role in building and scaling a
high-performance data and analytics team by leveraging unique
System assets for the Blues. This leader will define and manage key
partnerships supporting data and analytics across the Blue System,
ensuring clear accountability, governance, and oversight of system
data assets while maximizing value creation across the Blues
System.
Our ideal candidate will deeply understand the healthcare market,
the evolving landscape for providers and payers, and the distinct
dynamics of the Blues System. They will possess the technical and
business acumen and the leadership skills required to align
analytic capabilities with enterprise strategy, while exploring and
applying innovative technologies to accelerate impact across the
system. Finally, this leader will have a strong track record of
development of strategic roadmaps and delivery via strong
execution, leadership and collaboration.
Responsibilities include but are not limited to:
Primary Job Functions
Develop and Lead the Data & Analytics Strategy, Roadmap and
Delivery for the Blues System
- Collaborate with Blues Plans, BCBSA leadership and key partners
to define and execute a data and analytics strategy that enhances
competitiveness, affordability, access, outcomes, and experience
for the Blues and maximizes the impact of the Blues for members and
providers
- Define and lead high-impact data and analytics initiatives to
maximize the value of products and services delivered to Plan
partners, measured in tangible business outcomes
- Engage with Plans and partners to outline and prioritize the
capabilities and services needed to maximize impact for the
System
- Lead the development of a multi-year roadmap to modernize and
scale data capabilities.
- Align resources and investments to maximize impact for the
Blues System
- Facilitate a collaborative environment to accelerate innovation
and value creation through data and analytics
- Serve as a trusted advisor and partner to Executive Leadership
and the 33 BCBS Plans to understand business needs and maximize the
value of products and services delivered, through analytics and
otherwise
- Maintain active networks across the healthcare, payer, and
technology landscape to understand industry dynamics, innovative
approaches, and emerging technologies to enhance impact and value
of data and analytics services
Leverage GenAI & Advanced Technology to Drive Scaled Impact
- Partner with BCBSA leadership and external partners and
innovators to integrate GenAI, LLMs, and other emerging
technologies into the Blues System's data strategy
- Identify and implement AI-driven solutions that enhance
predictive analytics and drive efficiency, better experiences for
members and providers and reduced cost of care for members
- Manage a framework for ethical and responsible AI use in
data-driven decision-making and define/deliver other COE type
services and products that can drive value for the Blues System
Drive Data Governance, Interoperability & Integrity to Enable
Business Impact
- Ensure adherence to robust governance frameworks for
appropriate use of data, balancing innovation with compliance and
ethical considerations
- Establish and oversee a singular governance structure for
system data
- Ensure interoperability and seamless data sharing across BCBSA,
Blues Plans, and external partners
- Develop and drive performance on data accuracy, integrity,
timeliness, and completeness, ensuring data supports key business
and clinical outcomes
- Define and implement metrics to track data quality and business
impact
Collaboration and Stakeholder Engagement
- Lead and optimize the internal and external partnership model
ensuring clear accountability, oversight, and governance
- Partner with BCBS Plans to align data initiatives with
system-wide goals and support the development of shared
solutions
- Work with enterprise technology leaders across the Blues System
to create modern, scalable data architectures that support
flexibility, agility, and rapid innovation
- Facilitate collaboration across diverse stakeholder groups and
across BCBSA and the Blues System to maximize success and
effectiveness
Foster a High-Performance Culture
- Lead and inspire a high-performing team with operational and
strategic talent supporting data and analytics and foster the
partnerships and collaboration to enable the success of the
organization
- Foster a culture of innovation, collaboration, and continuous
improvement
Required Education, Experience, and Certifications:
Education
- Required: Undergraduate Level Degree (or equivalent): Technical
(e.g. Data Science, Computer Science), Public Health, Business, or
a related field
- Preferred: Master's Level Degree (or equivalent) in Business,
Technical, or Similar Degree
Required Experience
- 15+ years across business, technology and data and analytics
(or a related field) including the delivery of products and
services to drive business outcomes and value; Experience in
healthcare required with payer experience preferred; Leadership
experience with deep collaboration across complex stakeholder
groups preferred
- 5-7+ years of leadership experience building and managing high
performance teams with a strong-track record of execution and
delivery

partnerships, and large-scale change initiatives and driving
execution and delivery to show results
- Proven ability to develop and execute enterprise-wide data
strategies and large-scale initiatives that drive meaningful
business outcomes
- Understanding of the health plan business and a deep
understanding of technology with the ability to tie the two
together via a strategy and roadmap with the ability to execute and
deliver impact
- A strong understanding of healthcare and payer data, including
claims, clinical data, and provider/member attribution
- Experience with data governance frameworks, compliance, and
security protocols
- Deep expertise in data governance, interoperability, and
advanced analytics (AI/ML, GenAI, LLMs)
