Position Summary ISI-Markon JV LLC is seeking a Construction Manager – Architect/Engineer to support the Department of Veterans Affairs (VA) at the James E. Van Zandt VA Medical Center in Altoona, PA. The position provides professional construction management and technical oversight services in support of Electronic Health Record Modernization (EHRM) infrastructure upgrades. The Construction Manager will support the VA Resident Engineer and project leadership by providing construction phase oversight, quality assurance monitoring, schedule tracking, cost control support, and technical coordination across construction activities. The position functions as part of the VA construction management team providing advisory and monitoring services to ensure construction activities comply with contract requirements, schedules, and applicable standards. Key Responsibilities The Construction Manager will support construction oversight activities including but not limited to: • Monitoring construction activities for compliance with contract requirements, specifications, and applicable standards. • Conducting routine construction site inspections and documenting observations and progress. • Maintaining daily logs and construction activity reports. • Supporting monitoring of project financial data and construction budget tracking. • Reviewing construction schedules and monitoring progress against approved project schedules. • Participating in weekly progress meetings and coordination meetings with project stakeholders. • Supporting review of contractor submittals, RFIs, and proposed changes. • Assisting with construction contract change order documentation and cost estimate reviews. • Monitoring testing and inspection activities performed by independent testing agencies. • Supporting commissioning activities including system startup, performance testing, and documentation review. • Maintaining marked-up construction drawings and records to support as-built documentation. • Identifying construction deficiencies and coordinating corrective actions with the project team. • Reviewing contractor pay applications and verifying work completed against work billed. • Supporting review of design documents and constructability reviews when required. • Preparing and submitting required project documentation including inspection reports, schedule reviews, and cost tracking reports. • Assisting the Government with issue tracking and resolution throughout construction. • Monitoring contractor compliance with safety requirements and labor standards. • Supporting documentation and analysis related to claims or disputes when required. Minimum Qualifications Education and Experience: • Fifteen (15) years of directly related construction management experience may substitute for the degree requirement. Experience Requirements: • Bachelor of Science degree in Architecture, Engineering, Construction Management, or a related field from an accredited institution. • Minimum six (6) years of experience practicing as an Architect, Engineer, or Construction Manager. • Minimum three (3) years of field experience performing construction management or construction inspection services on building construction projects. • Demonstrated experience in construction project management including schedule monitoring, cost management, and construction oversight. • Experience reviewing construction documents including drawings, specifications, submittals, and RFIs. • Knowledge of construction methods, materials, and building codes applicable to facility construction. • Experience supporting quality assurance monitoring and construction inspections. Preferred Experience: • Federal construction experience (VA strongly preferred) • Healthcare construction experience • Experience supporting IT / telecommunications / infrastructure upgrades • Familiarity with building codes and permitting requirements Physical Requirements: The physical demands required of this position described here are of those that must be met by the selected employee to successfully perform the essential functions of this job daily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Must be required to occasionally move and lift 20-30 pounds. • Must be able to climb, erect and maintain balance on a 30-40 pound ladder. • Must be able to remain in a stationary computer position for extended periods of time. • Must be able to walk up to 3 miles per day between buildings. • Must be able to stand for extended periods • Must be willing to work in external environments of rain, high heat and significant cold. • Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards. • Must be able to occasionally go into confined spaces and crawl Work Schedule and Environment • Full-time onsite at Altoona, Pennsylvania VA Medical Center • Approximately 8 hours per day, Monday through Friday, aligned with VA operating hours. Occasional evening or night work may be required to support construction activities or facility shutdowns • Work performed in an active healthcare construction environment.
